The PEM (Portale Emendamenti DASI) is part of the digital transformation of the Lombardy Regional Council, aiming to modernize and streamline the amendment process for legislative proposals. This innovative system digitizes and automates the management of emendments (EM) and sub-emendments (SUBEM), replacing the outdated manual procedures.
💻 PEM-DASI: The Digital Solution
The PEM-DASI platform replaces manual workflows with an efficient, fully digitized system that enhances:

🖊️ Emendments & Sub-Emendments: Proposed changes to specific points of a draft law before the vote.
🏛️ Who Can Submit? Only regional councilors, the Council President, council members, and undersecretaries have the right to propose and sign amendments.
📥 Submission Process:
1️⃣ Preparation – Emendments are drafted and signed.
2️⃣ Filing – Delivered to the Assembly Secretariat, which assigns an official number and status.
3️⃣ Processing – Once filed, emendments cannot be modified or deleted and follow a structured voting order.
